Job Description:
Staffing & Agency Program Leader
The Staffing Program Leader for Locums, Travelers, and Contingent Workforce plays a critical, hands-on leadership role in building and managing BAH's in-house Contingent Workforce Staffing Program. This entrepreneurial position involves full cycle ownership of the contingent staffing office, designing and implementing processes to optimize resources effectively. The goal is to enhance the patient experience by ensuring the right contingent staff are in place, well supported, and optimally utilized across all facets of their assignments.
This position is responsible for the entire recruitment process lifecycle for contingent or temporary positions within the organization. This includes sourcing, interviewing, and placing candidates into roles that align with the company's immediate and project-based needs. The Staffing Program Leader will manage relationships with external staffing agencies and ensure compliance with company policies and legal requirements.
This enhanced role requires a proactive, strategic thinker capable of developing and leading BAH's contingent workforce initiatives to achieve desired outcomes in staffing efficiency and patient care excellence.

PRINCIPLE DUTIES AND RESPONSIBILITIES
- Program Development and Management:
- Designs, implements, and manages BAH's contingent staffing program to position the organization to optimize resources with rigor and process.
- Develops and maintains comprehensive processes and protocols in collaboration with various departments, including the Medical Staffing Office, Human Resources, Employee Health, Education, IT, and Finance.
- Leads strategic initiatives to build a robust candidate pipeline, reduce expenses and reliance on external agencies, and swiftly respond to unexpected or urgent staffing needs.
- Contract Lifecycle Management:
- Handles all aspects of contract administration, negotiation, and management with external agencies and vendors.
- Ensure compliance with legal, regulatory, and organizational standards.
- Agency and Vendor Management:
- Oversees relationships with staffing agencies and other vendors to ensure service level agreements are met and value is maximized.
- Evaluates vendor performance and implement improvements as necessary.
- Financial Oversight:
- Manages the budget and expenses related to the contingent workforce, including full-service line responsibility.
- Implements cost-saving measures while ensuring the quality of staffing solutions.
- Contingent Worker Placement:
- Builds and maintains strong relationships with hiring managers to understand their staffing needs and provide timely updates on recruitment progress.
- Reviews resumes and applications to identify suitable candidates.
- Conducts initial phone screens and interviews to assess candidates' qualifications, experience, and cultural fit.
- Coordinates and facilitates interviews with hiring managers and relevant stakeholders.
- Strategically places contingent workers in roles that match their skills and qualifications across different shifts, locations, and specialties.
- Support and Integration:
- Coordinates all aspects of business travel for contingent workers, including airfare, lodging, and auto rental.
- Facilitates community-welcoming initiatives such as support for trailing family members in finding employment, childcare, community connections, and faith-based activities.
SKILLS AND ABILITIES
- Strong understanding of recruitment processes and best practices.
- Strong leadership and entrepreneurial skills with the ability to manage and direct complex projects and timelines.
- Excellent interpersonal, negotiation, and communication skills.
- Proficiency in using staffing software, applicant tracking systems, and HR databases.
- In-depth knowledge of employment law and industry regulations.
EDUCATION/CERTIFICATIONS/LICENSES/DEGREES
- Bachelor's degree in Business Administration, Human Resources, or related field required.
EXPERIENCE
- 2+ years in staffing management or similar industry experience, preferably with experience in managing locums, travelers, & contingent workforce within a healthcare setting.
- Proven experience in contract negotiation, vendor management, and budget oversight.
